On March 1st, two events are worth noting.

The first item: Extending public dental services to Shenzhen

Starting today, civil servants and eligible individuals can receive dental services, including X-rays and teeth cleaning, at Shenzhen Xinfeng Hema Hospital. This initiative is part of the “Phase II of the Shenzhen Pilot Program” launched by the Hong Kong Special Administrative Region Government, lasting one year from today until February 28 next year.
This is interesting. The demand for medical services in Hong Kong has overflowed into Shenzhen for more than a day or two, but it’s the first time the government has proactively extended dental services for civil servants to the mainland.
What does this indicate? It shows that the demand for dental services in Hong Kong is truly enormous, so much so that the government has to seek external assistance to address the issue.

Second item: Stricter regulations on dental clinics with licensed practitioners

Another matter may be more noteworthy. The Office of Private Medical Institutions Regulation held six consecutive briefing sessions from January to March, specifically targeting clinics with dental practitioners, to explain the application procedures for clinic licenses and exemptions for small-scale private practices.
The last two games are scheduled for March 13th and 27th.
From October 13, 2025, all private medical institutions with registered dental practitioners must obtain a license or exemption certificate. Regulations are tightening, and rules are being refined.
When these two things are viewed together, the signal is very clear:
  • The demand is expanding—governments are even heading to Shenzhen to address dental services.
  • Regulations are tightening—barriers to practicing in Hong Kong will only rise higher, not lower.
For you, who is preparing for the Hong Kong dental license exam, this is a window of opportunity. The demand exists, the chance is there, but regulations are tightening. The sooner you obtain the license, the sooner you can establish yourself.
At the beginning of March, with 87 days left until the written exam on May 28th, it’s time to focus and attend classes.
